Career Prospects of Postal Assistants / Sorting Assistants In Department of Posts

1. Eligible to be promoted to MACP-1 with grade pay Rs.2800/- and MACP-II with grade pay Rs.4200/- and MACP-III with grade pay of Rs.4600/- on completion of 10, 20 and 30 years of service respectively as per Modified Assured Career Progression scheme.

2.  Eligible to appear for Postmaster Gr.1 examination on completion of 5 years of service. On passing  the above examination they will be appointed as Postmaster (Gr.1) and thereafter will be promoted to the cadre of Postmaster, Gr.II,Gr.III according to eligibility.  PM Gr. 1 officials can not appear for  Sr. postmaster Examination for the time being. PM Gr.III officials with 2 years service are eligible to be promoted to the post of Sr. postmaster under 25% quota . Depending upon their performance and eligibility , they can be appointed as Chief Postmaster(Gr.A) in metropolitan cities like Mumbai, Calcutta etc.

Kailash Satyarthi, an Indian children's rights activist, was on Friday awarded the Nobel Peace Prize for 2014. Satyarthi won the prize along with Pakistan's Malala Yousafzay.

"The Norwegian Nobel Committee has decided that the Nobel Peace Prize for 2014 is to be awarded to Kailash Satyarthiand Malala Yousafzay for their struggle against the suppression of children and young people and for the right of all children to education," said the official press release.

Govt approves 7% DA hike; raises it to 107% from July 1

Government on Thursday approved 7 per cent hike in dearness allowance (DA), taking it to 107 per cent of basic pay, a move that will benefit around 30 lakh central employees and 50 lakh pensioners including dependents.

"The Union Cabinet chaired by Prime Minister Narendra Modi, today gave its approval for the release of an additional instalment of DA to general government employees and Dearness Relief (DR) to pensioners with effect from July 1, 2014. This is an increase of seven percent over the existing rate of 100 percent of the Basic Pay/Pension, to compensate for price rise," a press statement said here.

India Post has paid tribute to legendary maestros of Indian classical music by releasing a set of stamps featuring eight of them on Wednesday. On the very first day, music lovers booked and purchased the precious stamps worth Rs 25,000 in Allahabad.

TOI had recently published the decision of the department to release the set of eight stamps after a delay of over a year.

The department issued eight stamps based on Indian musicians who have make their presence in international arena. These include Ali Akbar Khan, Bhimsen Joshi, DK Pattammal, Kumar Gandharva, Mallikarjun Mansur, Ravi Shankar and Vilayat Khan. Stamps issued on Ravi Shankar and Bhimsen Joshi are in denomination of Rs 25 whereas other stamps are in the denomination of Rs 5 only.

All the stamps are a one time release only.

These stamps are available in Allahabad Region at Philatelic Bureaus of Allahabad Head Post Office and Varanasi Head Post Office.

Krishna Kumar Yadav, director, postal services, said, "The buyers include fans of musicians, youngsters, stamp collectors including government officials and professional. Many of these people are procuring these postage stamps for gifting to other persons also."

Other than above, these stamps and other items are being also dispatched by registered post to 801 Philatelic Deposit Account holders of Allahabad Philatelic Bureau, added Yadav.

A total 46 lakhs stamps and 4 lakh miniature sheets have been printed. Apart from these, First Day Cover and Information Brochure have also been issued, which are available for Rs 5 each respectively, Yadav informed.

Release of stamps on classical music maestros who gave a new dimension to Indian music has been widely appreciated.

Mehul Kumar, a stamp collector, said he was eagerly awaiting the release of stamps of musicians.

"It will be a valuable collection for us as it would be the first of its kind collection of stamp on Indian classical music in the past few years. Further, the release being a commemorative and a one-time release, carries big importance," added Mehul.

A music lover, Shikhar, said, "The legendary vocalists and instrumentalists have captivated the audience worldwide through their talent and now they will hog the limelight through stamps."

ATM facilities soon for postal savings account holders in odisha

Postal savings account holders in Odisha can now avail of ATM services. India Post is all set to start eight automated teller machines (ATM) in different towns of the state soon.

"The ATM facilities will be initially available in eight head offices including Bhubaneswar, Cuttack, Rourkela, Dhenkanal, Aska and Berhampur. Later, it will be extended to sub post offices. The ATMs are expected to be operational in the next three to four months," said director of postal services P K Singh. This is a part of the core banking core banking system (CBS) project, he said.

"All post offices in the state will be connected under the core banking project by 2015," Singh added. There are a total of 8,200 post offices in Odisha with as many as 1 crore 10 lakh account holders. The department has been issuing ATM cards to postal savings bank account holders through which they can withdraw money.

The postal department has also plans to link the Postal Life Insurance service with the core banking scheme so that people can pay their premiums online and check the status of their policies. The department will also roll out core insurance solutions.

India Post, Odisha circle, has also announced to organize the 9th state level Philatelic Exhibition — ODIPEX-2014 — from August 22 to 24 in the city where about 140 philatelists from across the state will participate.

Very rare stamps of great value of national and international importance and awarded philatelists and that of school students based on various aspects of philatelic rules will be displayed at the exhibition. Six beautiful special covers depicting culture and heritage, wildlife and progress of Odisha will be released on the occasion.

"The main attraction of the event will be 'My Stamp' in which one can have his own photo and logos of institutions or images alongside the selected commemorative postage stamps. Twenty stalls by the stamp dealers will be put up where rare stamps and stationary of India and foreign countries with philatelic value will be available," said chief postmaster general of Odisha circle Tilak De.

Department of Posts is holding a “Republic Day 2015 – Stamp Design Competition”. The theme of the competition is Clean India.  
2. The Terms and Conditions to participate in the competition are as follows:-  
i.                  Entries are invited for ‘Republic Day 2015 – Stamp Design Competition’. The participants are to make an original design on this subject (should not be copy of picture painted by someone else).
ii.                 Any citizen of India can participate in this contest. The design could be in ink, water colour, oil colour or any other medium (computer printed/printout will not be allowed). The design submitted should be such that can be depicted on the stamps in a visually appealing manner so as to be of interest to philatelic collectors.
iii.               Participants are free to use drawing paper, art paper or any other type of white paper of A4 Size.

Govt Proposes to Amend Indian Post Office Act

The government today said it is considering a proposal to amend the Indian Post Office Act, making postal authorities responsible for non-delivery or loss in transit of articles for consumers.

"The proposal to amend the Indian Post Office Act, 1898, is under consideration which includes the examination of the scope of making postal authorities responsible for non-delivery or loss in transit of the articles of consumers," Minister of Communications and IT Ravi Shankar Prasad said in a written reply to Lok Sabha.

On a query if Indian Post is losing its share to the operations of private courier companies, the Minister said the share of both the traffic and revenue of Speed Post have been increasing over the years.


"Study on Speed Post conducted through the Indian Market Research Bureau International, reveals that the share of Department of Posts in the overall courier market has increased from the range of 15.1 per cent to 18.3 per cent in the year 2010-2011, 16.7 per cent to 19.8 per cent in year 2011-12 and 17.4 per cent to 20.2 per cent in year 2012-13," he added.

India Post may apply for payments bank licence

After failing to receive a full-fledged banking licence from the Reserve Bank of India (RBI) last year, the department of post is gearing up for a second innings. Now, India Post is looking to set up a payments bank and is expected to put in fresh application, sources with direct knowledge of the matter said. “India Post may look at setting up a payments bank for which it will have to apply again, after which the RBI will go through its own process to assess whether or not it is eligible,” a senior government official told HT. The exercise could take a while, he added.

A payments bank can accept deposits and remit but cannot lend. The move would help in deepening the financial inclusion programme, sources added.The government is grappling with the problem to delink post office savings deposits from its fiscal deficit management programme.Interest rates on post office savings are administered by the government, unlike commercial banks, where interest rates are market determined.

If post offices are converted into banks, they will have to offer competitive interest rates to depositors. Besides it remains to be seen whether all bank deposits are offered tax treatment, similar to post office savings, once the postal department is given a banking licence. While the RBI did not grant a banking licence to India Post earlier this year, it said that the postal department and the government should look at the issue separately.

The department, for the last few years, has remained in the red due to high operational costs. It has been losing business due to competition from private couriers, usage of mobile telephony and Internet. However, it has over 150,000 branches across India and most of them are in rural areas.

Expected DA from July 2014 is 7%

With the announcement of the AICPI(IW) points for the month of June, the calculation of the additional dearness allowance for central government employees and pensioners from July onwards have ended. The percentage of Dearness allowance and Dearness relief to be paid from July 2014 will be increased by 7%.

Based on the recommendations of the 6th Central Pay Commission, in order to meet the rising expenses of essential commodities and inflation, dearness allowance is given twice every year to the central government employees – from January to June and from July to December – calculated on the basis of the All India Consumer Price Index of Industrial Workers Base Year 2001=100.

The most recently released AICPIN points for the month of June have increased by two and now stands at 246. Since the AICPIN points have increased by two, the dearness allowance percentage arrived at 107.25, is to be calculated, after ignoring the decimal points, as 7%. This will be officially announced by the Central Government after approval of Unionn Cabinet committee in the month of September.

The last two installments, 10% dearness allowance was being paid to the employees. Many wonder why it has come down to 7% this time. There are two main reasons for this, one is AICPIN points, and another is the method of calculating DA. One has to also keep in mind the fact that dearness allowance of 10% was also given based on the same calculations.

The fact is, the next two additional dearness allowances (Expected DA from January 2015, and expected DA from July 2015) are not likely to cross 5%.

ALL CENTRAL GOVERNMENT EMPLOYEES WILL HAVE TO COMPULSORILY SUBMIT THEIR ASSETS AND LIABILITIES

All Central Government employees will now have to compulsorily submit a detailed report on their properties and debt owed by them…

Already, each year, the Group-A officials are required to submit information about the immovable properties owned by them. Now All categories of Central Government employees too have been asked to submit these details. The DOPT has issued relevant orders to this effect.

The Government has issued this order in accordance with the Lokpal rules. According to this rule, Central Government employees will now have to submit all details regarding the cash-in-hand, bank investments, share certificates, stocks and bonds, mutual fund investments, insurance policies, P.F. details, loans, motor vehicles, gold and silver ornaments, and precious metals, to the Government.

The employees have to also submit details of movable and immovable properties owned by their spouses and children. Application forms will be given to all the employees, to be filled up and submitted before the 31st of July for each financial year.

There are more than 50 lakh Central Government employees, including IAS, IPS and IFS officers, all over the country. All of them will have to henceforth submit details of their properties. If the total property owned by the employee is less than his/her four months’ basic salary, or if the total amount is less than Rs. 2 lakhs, then he/she could be considered for exemption from submitting the information.

Those who have already submitted the details will have to re-submit the form for the current financial year on or before September 15, 2014. Information also has to be furnished about the properties owned by the spouse and children.

On January 1, President Pranab Mukherjee gave his approval for the Lokpal Act and regulations. Following this, amendments were made to the Lokpal Act to make it compulsory for all Central Government employees to furnish their property details.

Budget 2014 : Kisan Vikas Patra (KVP) Re-Introduced

Finance Minister Arun Jaitley on Thursday announced in the Union Budget 2014-15 that his government will reintroduce the highly-popular Kisan Vikas Patra (KVP). "I plan to reintroduce the instrument to encourage people who may have banked and unbanked savings to invest in it," the finance minister said in his budget speech.

KVPs had been available in denominations ranging from Rs 100 to Rs 50,000 at post offices using cash and used to double investment in eight years and seven months. There was no upper limit on investment and KVPs were criticised by several government committees, notably a panel headed by Reserve Bank of India deputy governor Shyamala Gopinath, which recommended its closure.

The aim is to, Jaitley told Parliament, encourage people who may have banked and unbanked savings to invest in this instrument.The FM said that KVP was a very popular instrument among small savers and is being re-introduced to promote saving.

The annual ceiling of PPF (Public Provident Fund) raised to Rs 1.5 
To further increase the household savings for the common man, the Budget 2014 also hiked the PPF (Public Provident Fund) to 1.5 lakh. PPF is considered as one of the most popular and fruitful tax-saving schemes for the common man.

Employees to get pension payment order on retirement day: Government

In order to check delay in disbursal of pension, the Centre has decided to give Pension Payment Order (PPO) to all central government employees at the time of retirement along with their other dues.At present, the scheme for payment of pensions to central government civil pensioners through authorised banks, issued by the central pension accounting office provides for an undertaking to be submitted by the retiring government servant or pensioner to the pension disbursing bank before commencement of pension.

"It has been found that the first payment of pension after retirement gets delayed mainly due to two reasons. One, the delay in receipt of intimation by the pensioner that pension papers have reached the bank and two, delay on part of the pensioner in approaching the bank for submission of undertaking," the Ministry of Personnel said.The pensioner would no longer be required to visit the bank to activate the first payment of pension, it said in a recent order."Therefore, after ascertaining that the bank's copy has been dispatched by the central pension accounting office, the pensioner's copy of the Pension Payment Order (PPO) may be handed over to him at the time of retirement along with other retirement dues. This should be feasible in all cases where the government servant had submitted pension papers within the time-limits," the Personnel Ministry said.

An employee posted at a location away from the office of the Head of Office or who for any other reasons feels that it would be more convenient to him to obtain his copy of PPO from the bank, may inform the Head of Office of his option in writing while submitting his pension papers, it said.
The Ministry of Personnel has asked Office of Controller General of Accounts to instruct all Pay and Accounts Offices and all pension disbursing banks to follow its directives.There are about 30 lakh Central government pensioners.The Ministry has also issued a proforma of an undertaking to be filled by a pensioner and submitted to pension disbursing bank agreeing "to refund or make good any amount to which he is not entitled to".

PM releases commemorative postage stamps on FIFA World Cup

The Prime Minister Shri Narendra Modi today released commemorative postage stamps on the 2014 FIFA World Cup.


Speaking on the occasion, he said sports brings about a spirit of amity and belongingness among nations of the world. May the FIFA World Cup become a bridge for connecting nations together, he said.

Stating that India is preparing to host the under-17 FIFA World Cup, the Prime Minister said India had a glorious history in football, and it was at one time a prominent sport across the country. He urged the Department of Posts to also develop a website on the history of Indian football.

Stressing on the need to inculcate the love of sports among children, Shri Modi said – "jo khele, wo hi khile" – Sports helps in all-round development of a child. Referring to the term "Sportsman Spirit", the Prime Minister referred to the toil and penance of countless sportspersons across the world, which resulted in this term getting such universal acceptance and recognition in a positive sense. If there is no sport, how can there be sportsman spirit in society, Shri Modi asked? He said "Sportsman Spirit" is a lubricant for the health of the society, which is essential for it to prosper.

The Prime Minister observed that commentary, especially radio commentary, probably played a key role in enhancing the popularity of cricket, and the art of commentary should be developed in other sports as well.

The function was attended by several prominent sporting icons including K. Malleswari, Rajyavardhan Singh Rathore, Sunil Chhetri, Sushil Kumar, Ajit Pal Singh, Chunni Goswami, Subrat Bhattacharya, and Kirti Azad. Shri Praful Patel, President, All India Football Federation, and Shri Anurag Thakur were also present on the occasion.
