1. Issue relating to Gramin Dak Sevaks
The following long pending issues of the three lakhs Gramin Dak Sevaks may kindly be considered favourably.
(a) Grant of civil servants status for all purposes.
(b) 25% outside quota recruitment in Postmen promotion may be withdrawn.
(c) Enhancement of Bonus ceiling to Rs.3500/- at par with regular employees.
(d) Revision of tightened norms for cash handling etc.
(e) Stop reduction of existing allowance (TRCA) and grant full protection.
(f) Review of the tightened norms for compassionate appointment.
(g) Scraping of the newly notified “GDs Conduct and Engagement Rules” and restore previous “GDS Conduct and Employment Rules”.
(h) Counting of GDS service for pension on promotion to the post of postmen and Group ‘D’ (MTS).

Subject:- Clarification regarding default fee in RD and calculation of Post Maturity Interest.
Sir / Madam,
The undersigned is directed to refer to this office letter of even number dated 13.12.2011 (SB Order No.31/2011) and Corrigendum-I issued on 20.12.2011 and Corrigendum-II issued on 02.01.2012 on the subject. This office is still receiving phone calls regarding charging of default fee in RD from 1.1.2012 under modified rules and calculation of PMI. Following further clarifications are issued on the subject:-
In case of RD
Since the rule of default fee and the software have not been amended, no default fee is to be charged if the above rule is not followed till the rule and software is amended. Default fee provision will remain the same. This rules has been got modified to avoid rush of RD work in the last week of a month. Amendment in the rule for charging default fee shall be taken up with Min. of Finance once the work of putting stamps on all the RD Passbooks is completed and depositors become familiar about the change.
In case of PMI
It is further clarified that PMI is to be calculated for the complete month from the date of maturity and remaining part of the month is to be ignored. Revised example is given below:-
if an account was matured on 26.8.2009 and the depositor attends the post office on 30.01.2012, he/she will be paid PMI at the rate 3.5% from 26.08.2009 to 25.12.2011 (28 complete months) and at the rate 4% from 26.12.2011 to 25.01.2012 (one complete month). Period from 26.1.2012 to 30.1.2012 (being part of month) will be ignored.

Tenure Posting of officials in single handed & double handed post offices – Preventive Vigilance Measure.
D.G. Posts No. 8-4/2005-Inv dated 12th January, 2012.
Instructions were issued vide this letter of even No. dated 22.9.2005 to the effect that officials who have been posted as SPM /PA in single handed or double handed Post Offices irrespective of period of posting/completion of tenure should not be posted back to the same office after a break as is being done now. In other words officials of single handed and double handed post offices can have only one posting in such offices during their service period. The letter however vested powers personally with the CPMG/PMG for relaxation of the provisions only in respect of double handed post offices in a specific case if warranted by exceptional administrative exigencies.
2. For quite some time past, this office has been receiving reports/representations expressing difficulties faced in the implementation of these instructions in respect of single handed SOs. As such it has been decided that the powers of the CPMsG/PMsG for relaxation in respect of double handed SOs if warranted by exceptional administrative exigencies would be applicable in respect of single handed SOs also.
3. This issues with approval of Secretary (Posts).
Grant of Travelling & daily allowance to mail overseers in place of night halt allowance-reg

The undersigned is directed to say that the issue of granting full travelling and daily allowances to the Mail Overseers in this Department has been under consideration of a Committee on special Allowances, headed by Shri Santosh Gauriar, Chief Postmaster General, Madhya Pradesh Circle.
2. The recommendations of the Committee have been examined in consultation with the Integrated Finance Wing of the Department and the Competent Authority is pleased to accept the recommendations as below:
(i) The Mail Overseers will be entitled to normal Travelling and Daily allowances for their journeys beyond Eight Kilometers from their Headquarter Stations and reimbursement of Actual Travelling Expenses for their journeys with the sphere of Eight Kilometers from their Headquarter Stations, in accordance with the Fundamental and Supplementary Rules(Part-II TA Rules)
(ii) The existing Night Halt Allowance payable to the Mail Overseers is ordered to be withdrawn with immediate effect.
3. These orders shall take effect from the date of their issue. Expenditure on the TA and DA of the Mail Overseers shall be debited to the normal Travelling Allowance Expenditure Head of the concerned Units/Divisions and be met from their sanctioned grants.
4. This has been vetted by the Departmental IFW vide their Diary No. 21/FA/12/CS dated 17.1.2012.
Grant of Cycle maintenance allowance to postmen-Regarding
D.G. Posts F. No. 1-02/2012-PAP dated 17th January, 2012
The undersigned is directed to say that the issue of grant of Cycle Maintenance Allowance to Postmen without any limitations of distance of their beats has been under consideration of a Committee on special Allowance, headed by Shri Santosh Gauriar, Chief Postmaster General, Madhya Pradesh Circle.
2. The recommendations of the Committee have been examined in consultation with the Integrated Finance Wing of the Department and the Competent Authority is please to approve that all the postmen, who are utilizing cycles for delivery of mails, be granted Cycle Maintenance Allowance without any distance criteria, after due approval of the Divisional Heads concerned subject to satisfaction of prescribed conditions. This will be further subject to strict adherence to the instructions on rotation of postmen beats.
3. These orders shall take effect from the date of their issue.

OFFICE MEMORANDUM
SUBJECT:- Enhancement in the rate of Qualification Pay from Rs.60/- to Rs.120/- per month consequent upon the revision of scales of pay on the recommendations of the Sixth Central Pay Commission.
The undersigned is directed to refer to this Ministry’s O.M.No. 9(7)-E.III (A)/98 dated 5th August, 1999 regarding the rate of qualification pay of Rs.60/- p.m. to the Auditors/Accountants in the Indian Audit & Accounts Department and certain other organized accounts cadres and the Clerks Grade II in the Railway Accounts Department. The matter regarding revision of the rate of this qualification pay consequent to revision of scales of pay on the basis of recommendations of the Sixth CPC has been under consideration of the Government for sometime past. The President has now been pleased to decide that the rate of qualification pay may be enhanced from Rs.60/- to Rs.120/- p.m. with effect from the date an individual elects to draw pay in the revised scale of pay under CCS (RP) Rules, 2008.
2. The qualification pay shall continue to be treated as part of the pay for the purpose of fixation of pay on promotion to the next higher post.
3. In so far as persons serving in the Indian Audit & Accounts Department are concerned, these orders have been issued after consultation with the Comptroller & Auditor General of India.

We are in receipt of encouraging reports from various circles and divisions about the mobilization by grass root level workers and leaders for the total participation of employees in the Indefinite Strike from 17th January 2012 as per the call of Central Joint council of Action (NFPE, FNPO & GDS Unions)
Inspite of our vehement opposition the Postal Board is adamant on implementing Mckinsey consultancy reforms (L1, L2) in RMS. Further regarding closure/merger of Post offices, they are violating the earlier assurances and going on justifying the merger of Post office. On other demands assurances given in July 2011 is repeated and no result oriented action is forth coming.
In these circumstances the Central JCA meeting held on 11.01.2012 has unanimously decided to intensify the strike preparations and go on indefinite strike from 17th January 2012.
Rs 2.27 crore embezzled by 4 K'handi CS officials
In a surprising development in the district of Kalahandi, the special audit report has exposed misappropriation of Rs 2,26,62,870 by four civil supply officials in three blocks. The officials are ex-Marketing Inspector of Jaipatna Block Srikant Pattnaik, ex-MI of Dharmagarh block Prakash Patra, ex-MI of Junagarh Khageswar Pandaand ex-ACSO of Dharmagarh block Pusha Munda.
The report revealed that while Pattnaik misappropriated Rs 2,01,16,472, Patra misappropriated Rs 1,22,400. The report indicts Panda and Munda having misappropriated Rs 12,97,599 and Rs 11,26,399 respectively.
Meanwhile, the district administration is reported to have summoned the officials found guilty in dishonest use of their official capacity in paddy procurement during 2006-2008 and asked them to deposit the amounts as the special audit suggested recovery from them within seven days, alternatively suggesting criminal prosecution.
It is alleged that such gross financial loss to the Government happened due to extreme laxity on the part of the district administration. There is public demand that the administration officials responsible for it should be commensurately penalised.
INDUCTION TRAINING FOR IPs AND PAs POSTPONED
The Induction training of PAs/SAs at PTC, Vadodara will also start from 30.1.2012 instead of 23.1.2012. The PAs/SAs who are already directed to undergo Induction training at PTC Vadodara will be required to report at PTC Vadodara on 30.1.2012.
120 seats for Induction training for PAs of Odisha Circle have been allotted at PTC Madurai. This is over and above the seats allotted at PTC, Vadodara for the Induction training of PAs/SAs to start from 30.1.2012. The Induction training at PTC Madurai will start from 6.2.2012. Circle Office will make seat allotment to Divisions for Induction training at PTC Madurai.

INDIA POST SIGN MOU WITH AIR INDIA
India Post today signed an MOU with Air India for carriage of “Logistics Post Air” Service by Air India. This service will help the customers to send their consignments to different parts of the country, especially to the North-Eastern region without difficulty. This MOU will meet the huge demand for Logistics Post Air Service for hassle free dispatch of consignments to different parts of the country including the North East.
India Post in collaboration with Air India plans to start this service from 15 cities initially to meet the demand from the customers. These cities are Ahmedabad, Agartala, Bangalore, Chennai, Delhi, Guwahati, Hyderabad, Imphal, Kolkata, Lucknow, Mumbai, Nagpur, Patna, Pune and Trivendrum. Of these, three are in the North East.
India Post will deliver the consignment of Logistics Post Air to Air India at the point of delivery of the departure station and will also collect it at the arrival station. Booking, handling, packing, delivery etc. will be done by the India Post. Air India will only transport the consignment from one station to another station.
Shri Y.P.S. Mohan, Chief General Manager, Business Development and Marketing, India Post and Shri Harsh K. Pandey, General Manager (Cargo), Air India signed the MoU on behalf of their respective organizations in presence of Shri Santosh Gauriyar, Member (Operations), Postal Services Board and Shri Rohit Nandan, CMD, Air India.
This service will be extended to other cities in a phased manner.

IPO EXAMINATION III PAPER REEXAMINATION ON 29-01-2012
Based on the strong objections raised by the Staff side about the unrelated questions asked in the Paper III of the said examination, the Department now decides to hold a fresh examination in Paper III on 29.1.2012. Let us hope that at-least this time the questions will not be out of syllabus.
The Government has agreed in the Anomaly Committee meeting held on 4.1.2012 to grant one increment on 1.1.2006 in the pre-revised scale of pay for all those whose increment falls between 1st Feb and 30th Jun 2006. This is applicable only for those who were in service as on 1.1.2006. They will draw their next increment in the new Pay Band on 1st Jul,2006.
22crore balance under MGNREGS, but no work for labour in Kalahandi
This year Rs. 40 crore 22 lakhs rupees was allotted to Kalahandi for MGNREGS. A sum of rupees 18 crore 9 lacs has been expenses in last month. Out of which in Bhawanipatna block Rs10041351, in Dharamgarh block Rs 23098874, inGolamunda block Rs8195304, inJaipatna block Rs804435,in Junagad block Rs 19687397,in Kalampur block Rs 275278, in Karlamunda block Rs 6412907, in Kesinga blockRs 14620896,in Lanjigarh block Rs 9167037,in Koksara block Rs 9247116, in M-Rampur block Rs 10893548, in Narla block Rs1111 0257,in Th-Rampur block Rs 7621432 left balance as MGNREGS fund.
On the other hand the labourers are going out side the district for work. In Th-Rampur block the labourers had applied in proper format for the work but they did not get the job. In Koksara block only six labourers have got 100 days work in MGNREGS. In the 20 panchayats of the Koksara block job cards issued for 20938 labourers out of which work given only to 1922 family and 50596 man days created.

Subject:- Clarification regarding calculation of Post Maturity Interest.
Sir / Madam,
The undersigned is directed to refer to this office letter of even number dated 13.12.2011 (SB Order No.31/2011) and Corrigendum issued on 20.12.2011 on the subject. Text mentioned under Point (5) of SB Order No. 31/2011 may be replaced with the following:-
(5) Maximum limit of 2 years fixed for admissibility of Post Maturity Interest has been removed...
Procedure:- Now PMI should be paid at the simple interest rate applicable to savings account from time to time from the date of maturity to date of payment. Limit of maximum of two years has been removed. The rate of interest shall be equal to the rate applicable from the date of maturity to the date of payment at different times. For example, if an account was matured on 26.8.2010 and the depositor attends the post office on 15.01.2012, he will be paid PMI at the rate 3.5% from 01.09.2010 to 30.11.2011 and at the rate 4% from 1.12.2011 to 31.12.2011. This shall be applicable to the existing as well as new investments in all schemes. Calculations’ are to be made manually and recorded in the Register to be maintained in manuscript for future reference till software is amended. All other conditions mentioned in the relevant rules shall remain unchanged.
Note:- For the purpose of payment of interest, any part of the period which is less than one month shall be ignored

RBI favours one-time KYC over saving bank account portability
There have been reports that the finance ministry is considering asking banks to look at account number portability. Incidentally, RBI has already looked at the concept and has come to the conclusion that it would be a technological challenge and would be much simpler to implement once every account holder has a number issued by the Unique Identification Authority of India (UIDAI).
Eyes set on Post Office banks and liberalisation of sector
The idea that 1.55 lakh Post Offices could double up as banks is aimed at aiding the government's goal of financial inclusion, especially in rural areas. Once implemented, coverage of the country's banking network will increase three-fold in one stroke.
Around 90 per cent of the Post Office branches are in rural areas. In contrast, out of approximately 87,000 bank branches in the country, around 24,000 are in rural India.
India Post is the biggest postal network in the world, a major portion of which, about 1.4 lakh post offices, are located in rural India.
Although the idea has been around for a while, Communications Minister Kapil Sibal brought it centre-stage in July. However, before it takes shape, the Acts governing the banking and postal sectors will have to go through major amendments.
"Before applying for a banking licence, there are certain procedures that need to be completed. The work is in progress and the proposal has been submitted to the Ministry of Finance for its nod to go ahead," a government official privy to the development told PTI.
Local Induction Training for Direct Recruit PAs at DDCE, Utkal University, Bhubaneswar w.e.f. 4.1.2012 to 8.2.2012
For imparting Induction Training for Direct Recruit P As, the Chief Postmaster General, Odisha Circle, Bhubaneswar has ordered to open a local training centre at DDCE, Vani Vihar, Bhubaneswar-7 w.e.f. 4.1.2012 to 8.2.2012 (excluding Sundays and holidays on 8.1.2012, 15.1.2012, 22.1.2012, 26.1.2012, 29.1.2012 and 5.2.2012).
1. The training class will be from 9.30 AM to 1730 PM everyday except Sundays and holidays.

PANCHAYAT ELECTION 2012 ODISHA
Govt of Odisha declared that Panchayat election in Odisha will be done in February 2012. In this panchayat election of Odisha, totally 2 crores 44 lacs 82 thousand 765 voters will choose 1 lac 841 leaders in the position of Sarpanchs, Ward members, Nominees and Zilla parisad members.
From February 11, three (3) tiers Panchayat election will be done in Odisha. This Panchayat election will be done in 11th, 13th, 15th, 17th and 19th February 2012 in five phases. After election, calculation of votes will be done in the voting counters. But the results will not be published immediately. In March 3, voting for Naib Sarpanch,In 11th Voting for Secretary of Panchayat Samiti, In 13th voting for secretary of Zilla parisad will be done. From 24th December 2011, Odisha State Election Commission has published authorized notifications for this panchayat election in Odisha . With this Ideal Election Behavior rules also came into action from this day. This rule will be valid tillFebruary 19th means it will be valid for 59 days.
Important Points of Panchayat Election in Odisha 2012
*. In this election totally 2,44,82,765 voters will choose 1,00,841 leaders as Sarpanchs, Ward members, Nominees and members of zilla parisad.
*. From the 1,00,841 leaders, 87,528 persons will beselected as ward members, 6228 persons will beselected as Sarpanchs, 6231 persons will be selected as nominees and 854 persons will be selected as members of zilla parisad.
*. In this Panchayat election of Odisha, some panchayats are not allowed to elect their leaders. Such panchayats are:-
>Talbarkot and Sankarpur panchayats of Dhenkanal sadar block.
>Krushna chhai and Kanchan panchayats of Seragarh block of Ganjam district.
>Kurujanga and Lataharan panchayats of Kakatpur block of Puri district.
>Bankipalli panchayat of Dunguripali block of Subarnapur district.
>Dhinkia panchayat of Jagatsinghpur district.
For these above panchayats, the collectors of the respective districts are selected as election officers. Like this in January 3 of 2012, applicationswill be received for the positions and dates for election will be declared.
Other Information related to Panchayat Election inOdisha of 2012
According to the advertisement of Odisha Panchayat Raj Department, candidates can deposittheir candidature details from 7th January 2012 to 12th January 2012. Candidature details will be examined on 13th January. The candidates can withdraw their candidature details between 18th December, 3 PM.
The voters can give their votes on 11th, 13th, 15th, 17th and 19th February from 7 AM to 12 Noon. After receiving of votes, calculation will be done at the same voting counters after 1 PM. But no results will be declared on the same day. In this panchayat election of Odisha , 50% seats are reserved as women quota . Expenditure limits for Sarpanch and other members is 60 thousands and 1 lac 20 thousands for members of zilla parisad. Inthis election, Govt of Odisha is spending 56 crores and 23 lacs.
In this election no Govt guest houses can not be used. In between the election times no transfer, promotion and build up works will not be done. But there will be no stop order on reliefs or replacement due to natural calamities. The election commission has put certain limits on the speaks of M.L.A.s and other ministers. The members of zilla parisad candidates can use 2 fourwheelers and 4 motor cycles and Sarapanch candidates can use 1 four wheeler and 2 motor cycles. Caste certificates is compulsory for all the candidates at the time of candidature submission.Orange color vote box will be used for ward members, green for Sarapanchs, Yellow color for nominees and white colour vote box will be used for members of zilla parisads.
